Below is a list of the online instructional modules I have designed to prepare teacher candidates for the Bilingual Cross-cultural Language and Academic Development (BCLAD) and the Preliminary credentials under California legislation SB 2042 and AB 1059. The AB 1059 legislation requires that all new teachers in California be prepared to teach English language learners in their classrooms. The modules address theories, methods and techniques for instructing English language learners in bilingual, sheltered immersion and mainstream classrooms. There are several modules for curriculum design, thematic unit planning, and lesson planning for L2 learners to guide and assist educators in improving second-language, literacy and content-area instruction

This publication by Echevarria, Vogt,& Short presents the Sheltered Instruction Observation Protocol (SIOP) Model, an empirically validated, coherent, field-tested model of sheltered instruction. The SIOP Model specifies the features of a high-quality sheltered lesson that teaches content material to English learners and helps them develop their academic English skills. The SIOP Model offers an observation tool that allows coaches, school administrators, staff developers, teachers, teacher candidates, university faculty, and field experience supervisors to observe and quantify a teacher's implementation of quality sheltered instruction. All of the 30 items from the SIOP Model are illustrated through classroom vignettes.

- SIOP Central, Resources for Sheltered Instruction Observation Protocol
The SIOP Model offers a research-based approach to sheltered lesson planning and implementation that has proven effective with English language learners throughout the United States. The model was developed in a 7-year national research project (1996-2003) sponsored by the Center for Research on Education, Diversity & Excellence (CREDE). Sheltered Instruction Observation Protocol The Sheltered Instruction Observation Protocol (SIOP) Model (Echevarria, Vogt & Short, 2004) was developed to provide teachers with a well articulated, practical model of sheltered instruction. The SIOP Model is currently used in most of the 50 states and in hundreds of schools across the U.S. as well as in several other countries. The intent of the model is to facilitate high quality instruction for ELLs in content area teaching.

However, this article is addressed to teachers and administrators in schools without bilingual or dual language programs. It describes an instructional framework (SIOP) that helps teachers scaffold content and language learning for ELLs, suggests possible first steps in implementing some components of this framework, and directs teachers to additional resources.
