- Intellectual Property Rights and Standard-Setting Organizations By Mark A. Lemley (California Law Review, 90, 2002)
The role of institutions in mediating the use of intellectual property rights has long been neglected in debates over the economics of intellectual property. Given the importance of Standard-setting organizations (SSO) rules governing intellectual property rights, there has been little treatment of SSO intellectual property rules in the legal literature. The author’s aim, in this article, is to fill that void by studying the intellectual property policies of dozens of SSOs, primarily but not exclusively in the computer networking and telecommunications industries.

- Media, Language Policy and Cultural Change in Tatarstan: Historic vs. Pragmatic Claims to Nationhood
By Howard Davis, Philip Hammond and Lilia Nizamova. The politics of national identity in the Republic of Tatarstan are complex and often contradictory. Although sometimes posed in terms of an historical legacy, claims to nationhood are also strongly shaped by more pragmatic contemporary concerns. In addition to more conventional forms of political mobilisation, national identity is also contested in cultural arenas. Examining policies on language reform and media development, for example, sheds light on the processes through which a sense of national identity is currently being renegotiated in Tatarstan

- Revenue Sharing in Petroleum States. By Roy Bahl. Washington.2002
The paper raises the question of the sharing of natural resource revenues between different levels of government. It is not a major issue in every country in the world. The author discuss three issues. The first is the linkage between natural resource revenue management and intergovernmental fiscal relations or fiscal decentralization. The second is a normative question: should natural resource revenue be shared between the levels of government and what are the non-emotional arguments about why they should and why they should not. Third, is there a case for a sub-national government natural resource fund? If so, how could it work?

- Sharing and Stealing By Jessica Litman (SSRN, 2003)
The purpose of copyright is to encourage the creation and mass dissemination of a wide variety of works. This paper analyzes the digital information resource that has developed on the Internet, and suggests that what we should be trying to achieve is an online musical smorgasbord of comparable breadth and variety. It proposes that we adopt a legal architecture that encourages but does not compel copyright owners to make their works available for widespread sharing over digital networks, and that we incorporate into that architecture a payment mechanism, based on a blanket or collective license, designed to compensate creators and to bypass unnecessary intermediaries.
