Why have Western donors' efforts to encourage development of Russian nongovernmental organizations (NGOs) varied dramatically in two different NGO sectors, despite similar levels of assistance? Where foreign assistance is employed to promote norms that are universally embraced, it is highly likely to lead to a successful NGO movement. In contrast, when foreign assistance pursues norms that are specific to other societal contexts, it will fail to develop an NGO movement, regardless of the amount of funding foreign donors devote.

The EuroMeSCo network draws members from the thirty-five member-countries of the Euro-Mediterranean Partnership (EMP) and explores the nature, challenges and policy-relevant solutions of the region. The network's activities are policy and security-oriented, both because it can best contribute towards the goals of the EMP in these areas and because they correspond to the primary interests of its members.

- Is unofficial economy a source of corruption?

The authors examine the connection between the unofficial economy and economic efficiency arguing that the former is not necessarily a negative influence in a transition state. The paper details various definitions of the unofficial economy and points out that the official economy and often the public services are where the main bulk of corruption, tax evasion and black economy can be found. The links between state politics and the economy are examined and the authors suggest that, in order for the economy to develop, the role of the state in the economy needs to be reduced, the discretionary power of public officials need to be limited and corrupt officials need to be exposed.
