Basically, we Prince George's residents seem satisfied to live with rules under which some officers feel so protected that, in essence, we have two police departments. One is made up of officers who have self-discipline and are conscientious because they understand the importance of their jobs the other consists of officers who are impulsive and reckless because they can get away with it.
