Global Food Standards – Codex Alimentarius The Codex Alimetarius Commission (CAC) was jointly established in 1963 by the Food and Agriculture Organization (FAO) and the World Health Organization (WHO). The World Trade Organization (WTO) also had within its legal framework endorsed the food standards drafted by CAC as its official reference.
