The Ei-PN is a voluntary association of NGOs dealing with the development and policy issues relating to Information and Communication Technologies in the CIS countries. Its mission is to advocate for information policies in the CIS region that support human rights, free and fair competition and benefit democratic development. Also, the mission is to ensure that policies adopted in this area benefit from global best practice, and that lessons learned in achieving this aim are shared within the region through a network of nationally based, but regionally active advocates.

Open Spectrum" is based on the realization that technology can reduce or even eliminate the need for governments to micro-manage wireless communication. In different contexts it can be viewed as an ideal of freedom in the use of radio frequencies, as a critique of traditional spectrum management, and as a possibility arising from trends in radio design. The aim was to promote awareness of "open spectrum" concepts outside North America, and to advocate the expansion of the radio bands available for license-exempt use.
